Following the seminar, sip on something cold to drink, and network with fellow CSA Members. Then it’s time to experience some fabulous food and camaraderie with those who make up the heart of the Association!
Day at the Races – Fast Horses + Mudd = Lots of Fun
Forty-six CSA members and staff attended the races on November 29th at Del Mar Racetrack, located in Del Mar, California. Entrance fee, a program, the CSA-sponsored First Race, a picture in the winner’s circle for two representatives from our event sponsor Federal Heath, and a fabulous buffet lunch, all were included in the CSA Event Package.
The weather became a challenge for all, but the track was fast, and the beverages and conversation started flowing at 11 a.m. After the pledge of allegiance and a thank you to all in attendance, lunch was served at 11:45 a.m., and first post was 12:30 p.m. Betting was active, and cheering for favorite horses was lively and loud, with networking and camaraderie shared by all.
As noted in The San Diego Union-Tribune, “At one point on Thursday afternoon at Del Mar, it was raining about as hard as it ever does in Southern California. A half-hour later, the clouds broke and the sun came out — in the middle of the fourth race.
That’s how crazy the weather was at the racetrack known for shorts and sunshine.”

OSHA ALERT!
Did you miss it? For those of you operating cranes with a lift capacity of 2000 lbs. or more, as of NOV 10, 2018, you were required to be OSHA Certified. Originally issued in August 2010, OSHA called for crane operators to be either certified or qualified by November 2014. The agency initiated a 3-year extension, followed by another 1-year extension, delaying the rule until November 2017; that deadline eventually delayed again until November 10, 2018 and is now in force.

The Employer Responsibility to Evaluate Operator Competency Deadline has been extended 90-Days, until February 7, 2019.

OSHA – Final Rules:
The Final Rule, as it appeared in 11/9/18 edition of the Federal Register, contains these changes since May 2018;
- Removed certification by “Capacity” from certification requirements. Operators must be certified by “Type” (e.g., Mobile, Tower, Gantry), but Capacity certifications (e.g., “Under 21 tons”, “21-75 tons,” “Over 75 tons”) are now optional.
- Added requirements for ongoing comprehensive training of operators, both formal and practical instruction.
- Clarified and permanently extend the employer duty to evaluate potential operators for their ability to safely operate equipment covered by the Final Rule.
- Required documentation of that employer evaluation.
CARB Sunsets “Compliance Alternative”
CARB requirements are now front and center for the sign industry in California.
CSA conducted its 1st seminar and dinner meeting in northern California OCT 25th, at the Holiday Inn – Dublin, CA. Addressed during the seminar was a recap of CARB (California Air Resources Board) regulations and enforcement taking place, pertaining to Diesel Equipment. It is important to note that non-compliant diesel trucks will not be re-registered by the DMV starting January 1st, 2020. In addition, your low mileage trucks may not qualify for an extension after 2019.

SoCal Horse Race Event in Del Mar 2018!
Join us as Thoroughbred athletes and world class jockeys take to the track for the most exciting 2 minutes in sports! Del Mar Race Tracks, Where CSA Comes to Play! Join sign industry professionals, both members and non-members, for an event to highlight camaraderie and networking! Marvel as the Thoroughbreds dance on “toes” as they are led from the paddock to the track. Watch as the trainers saddle and prepare for the race. Listen as the bugler sounds the call to post. Before you know it, the caller is heard from every corner of the park “racing” and the horses are off dashing for the finish line.
The horses thunder down the stretch towards the finish line – CSA Members can’t help but stand up screaming encouragement. As the horses reach the wire, we erupt into victory hugs and high-fives all around. All part of the amazing fun!

Meet our Guest Speaker, Gary Flamm and learn the ins and outs of Title 24 Compliance – How to Deal with Enforcement.
Gary has made over 200 presentations and training courses on the Title 24 Lighting Standards and the Title 20 Appliance Efficiency Regulations. After working for twelve years with the California Energy Commission (CEC) in the Building Standards Development Unit, he is “in the trenches” and understand the issues, rational, and intent of the Lighting Standards. Gary is anxious to help CSA members through the Title 24 process, from permit to inspection! The 2018-19 CSA fiscal year began OCT 1, with a busy calendar in the planning. CSA’s Board of Directors, Executive Committee, and Staff, have all expressed their continued commitment to education and training, as well as the programs and benefits available to CSA members and the on-premise sign industry. Neal Tibbs, CSA President (2018-19) and Vice President, Ad Art Sign Company, is looking forward to reaching out to as many CSA member companies as he can over the next year, with CSA’s #1 Goal For This Year Being “training our workforce”. What a Year!
Moving at the Speed of Business!
Take a deep breath. The 2017-18 CSA year is drawing to a close. This past year has been a busy one, with programs and benefits that have benefited CSA members and the on-premise sign industry.
With a commitment to education and training, STEPS (Sign Training & Education Program Series) kicked off with Matt Davis from Sign Designs, Modesto, being the first to enroll – his first term concentrating on electrical safety. In addition to STEPS, five seminars were conducted, two in the north and three in the south; topics included Standardized Engineering and Various New Laws-2018. Education was not limited to a classroom setting; tours of Golden 1 Center in Sacramento and MONA (Museum of Neon Art) in Glendale certainly made learning fun!
